3. Nature of activities, geographical area and project duration
(a) The aim of this programme is to enhance integration and active participation of people living with disabilities in the society. The Grant Scheme will contribute to make the services provided by educational institutions and sport establishments available for people living with disabilities. For this reason the Grant Scheme supports making accessible the following institutions: elementary and secondary schools, higher-education institutions, sport establishments.
(b) Geographical area: Hungary
(c) Maximum project duration: The duration of the action may not be less than 12 months, and may not exceed 22 months. Actions must be concluded before 31 July 2006.

4. Overall amount available for this Call for Proposals
The total amount available is EUR 4 000 000 consisting of EUR 3 000 000 PHARE support and EUR 1 000 000 contribution of the Ministry of Children, Youth and Sport and the Ministry of Education.

Reallocation between the components of “Elementary and secondary schools” and “Higher education institutions” is possible in case of higher/lower demand for one component.

Activities for the elementary and secondary schools
Making accessible the building(s) of the institution. Buildings should be made fully accessible, i.e. for the use of people with physical, hearing, mental or visual disabilities. Accessibility works can include: making accessible the direct outside environment of the building; providing accessible entrance to the building; providing accessible horizontal and vertical movement inside the building; providing accessible lavatories and if necessary showers and cloakrooms; providing access to all public functions of the building; providing functional accessibility. In case the grant awarded cannot cover all of the accessibility works, they can be carried out in a scheduled way, as detailed in the Guidelines for applicants.
Activities for higher-education institutions
Making accessible the building(s) of the institution. Buildings should be made fully accessible, i.e. for the use of people with physical, hearing, mental or visual disabilities. Accessibility works can include: making accessible the direct outside environment of the building; providing accessible entrance to the building; providing accessible horizontal and vertical movement inside the building; providing accessible lavatories and if necessary showers and cloakrooms; providing access to all public functions of the building; providing functional accessibility. ELIGIBILITY CRITERIA
7. Eligibility: Who may apply
Elementary and secondary schools
Those elementary schools that are of 12 grades and have at least 700 pupils. Non 12 grade-elementary schools can submit an application in partnership with a secondary school of the same county. In this case the lead applicant is the elementary school and the two institutions together must have at least 700 pupils.
Higher-education institutions
Higher-education institutions maintained by the Ministry of Education. In case of integrated institutions each faculty can submit one project proposal, otherwise each institution can submit one proposal.
Sport establishments
Owners, maintainers or operators of those sport establishments which fulfil different functions, i.e. at least two indoor sport activities (e.g. fencing and basketball) can be carried out in the building in the whole territory of Hungary. Sport establishment with minimum basketball field-size gym are eligible for the grants. Swimming pools of the capital and cities with county right are also eligible for the grants.

APPLICATION FORMALITIES
10. Application format and details to be provided
Applications must be submitted in Hungarian, using the standard application form attached to the Guidelines for Applicants mentioned in item 12, whose format and instructions must be strictly observed. For each application, one signed original and five copies must be supplied stapled or bound by the applicant.
11. Deadline for applications
The deadline for the reception of applications is 16 March 2004 at 16.00 p.m. All applications must be received at the Office of the Technical Assistance Organisation:

by the above deadline. Proposals received after the deadline will automatically be rejected even if the postmark indicates a date preceding the deadline.
